MEU2 is EU free-movement family-member residence orientation under Cyprus domestic law (Directive 2004/38/EC / Law 7(I)/2007 as amended). Regulation 6(2) investment PR is a separate third-country route often marketed around a ~€300,000 qualifying property.
Official Migration Department material covers entry and residence of third-country family members of an EU/EEA citizen (MEU2), and MEU1/MEU2/MEU3 residence cards. “Family member” usually includes spouse or civil-union partner, certain descendants under 21 or dependants, and dependent ascending relatives – confirm current gov.cy wording. A genuine relationship and the Union citizen’s exercise of residence rights in the Republic of Cyprus are central; do not DIY eligibility.
If a genuine EU-family-member route applies, some buyers do not need the investment-PR threshold for immigration – that is not a guarantee. A licensed Cyprus immigration lawyer confirms. You may still buy property for living, yield or planning; immigration status, purchase permission (including Cap. 109 where relevant) and which home is worth buying are different questions.
