Cyprus Citizenship by Naturalisation (Years of Residence)

UK buyers relocating to Cyprus often ask when property ownership leads to a Cypriot passport. It does not. Citizenship by naturalisation is a separate Ministry of Interior process based on lawful residence, language, character and an intention to remain. This briefing summarises the published years-of-residence route on Form M127 for relocators. Property Does Not Buy Citizenship

Buying a home, holding a residence card, qualifying as a Cyprus tax resident, or investing through a company does not, by itself, make you eligible for citizenship. Permanent residency by investment is also a different status from citizenship.

The Cyprus Investment Programme (CIP) citizenship-by-investment scheme ended on 1 November 2020. Marketing that implies a property purchase buys a passport is out of date.

Naturalisation on Form M127 is granted, if at all, after the Civil Registry assesses lawful residence periods, Greek language, knowledge of contemporary political and social reality in Cyprus, good character, suitable accommodation, stable regular resources, and an intention to reside in the Republic. Meeting minimum periods does not mean automatic approval.

Marriage and descent routes exist under Cyprus law. This briefing focuses on the years-of-residence M127 path that relocators usually ask about when planning a move.

Ordinary Route: Years of Residence

Under the Civil Registry Law as amended from 19 December 2023, the ordinary naturalisation route requires:

Twelve months of legal continuous residence in the Republic immediately before the application is filed. Absences of up to 90 days in total during that final 12-month period do not interrupt continuity.

In addition, at least seven years of cumulative legal residence in the ten years preceding that final 12-month period.

Build a residence chronology from lawful stay records before you instruct anyone on Form M127. Do not count eligibility from a property purchase date or a company incorporation date alone.

Highly Skilled Employees: Shorter Cumulative Period

A shorter cumulative residence track applies to highly skilled employees who are employed in a qualifying high-skilled role both on the filing date and on the examination date.

The same final 12 months of legal continuous residence apply. In the preceding ten years, the cumulative legal residence requirement is at least four years with Greek at level A2, or at least three years with Greek at level B1.

For this category, absences of up to 90 days annually are not treated as absences under the specific published rule.

The framework covers certain directors, specialists and key personnel in companies of foreign interests, and other qualifying employees with gross monthly pay of at least €2,500 plus a university qualification or at least two years of relevant experience, who have worked in a qualifying company for at least two years before filing. Confirm current qualifying criteria with a Cyprus immigration lawyer; Cyprus Gate does not classify employment eligibility.

Requirements Beyond Residence Time

Residence periods are only part of the published test. Ordinary naturalisation also requires Greek at level B1, knowledge of the contemporary political and social reality of Cyprus, good character, suitable accommodation, stable and regular resources, and an intention to reside in the Republic.

Highly skilled applicants follow the language levels tied to their shorter track (A2 or B1 as above). Character, accommodation, resources and intention still matter.

Keep evidence organised: residence history, language certificates, employment and income, housing, and any other documents your lawyer lists for the District Administration submission.

Form M127, Fees and Process

Applications use Form M127. The form is signed before a Registrar and submitted through the District Administration. Exact supporting documents and local filing practice should be confirmed with your lawyer at the time you apply.

Published state fees commonly cited for the process include a filing fee of €500 plus two stamps of €8.54 each. If the application is approved, a further €500 is payable for the certificate. Treat these as published figures for general orientation; confirm the current schedule before you pay.

Qualifying highly skilled applicants (and family) may request accelerated examination not exceeding eight months for a published fee of €5,000. That figure is a processing option, not an approval guarantee and not a promise of timing in every case.
