Permanent Residency Through Property Investment in Cyprus

Cyprus operates a fast-track permanent residency route for non-EU nationals who make a qualifying investment on the island. Since Brexit, UK nationals fall within its scope. The route is well established and the criteria are published, but the property purchase at the centre of it is where applicants most often overpay, because the market that serves them knows the threshold matters more to the buyer than the value does. The Legal Basis

The fast-track route operates under Regulation 6(2) of the Aliens and Immigration Regulations and is administered by the Civil Registry and Migration Department. It is a standing legal instrument rather than a discretionary scheme, which gives it a degree of structural stability that time-limited government programmes do not have.

Cyprus also operates a slower income-based route, commonly referred to as Category F, which carries no investment requirement but a much lower income threshold. Reported processing times for Category F run to several years, which in practice makes Regulation 6(2) the route most international applicants use.

Why This Is Not the "Cyprus Golden Visa": Residency, Not Citizenship

The distinction matters, and a large amount of published material blurs it.

The Cyprus Investment Programme, the citizenship-by-investment route widely referred to as the “golden passport” or “golden visa”, was abolished on 1 November 2020. It has not been reinstated, and no current Cyprus route grants citizenship in exchange for investment.

Regulation 6(2) is a separate and still-operating route. It grants permanent residency, not citizenship. Any source describing a current Cyprus “golden visa” that confers a passport is describing something that no longer exists.

Permanent residents may in due course apply for citizenship by naturalisation, on the ordinary naturalisation criteria including a substantial residence requirement. That is a separate application under separate rules, and it is not what the investment route grants.

Indefinite Status, No Work Rights

The permit is issued indefinitely and does not require periodic renewal.

It generally does not confer the right to take up local employment in Cyprus. Holders may typically own shares in Cyprus companies and receive dividends and investment income. Anyone intending to work in Cyprus should establish whether this route is the right one before applying.

The Qualifying Investment

A minimum investment of €300,000 excluding VAT in qualifying Cyprus assets. 

For the residential property route, the property must generally be newly built and purchased from a developer. Resale property does not normally qualify. This single condition shapes the entire market an applicant is buying in, and it is discussed further below.

There is also a significant disparity between the regions. As of August 2026, €300,000 buys roughly 101 m² in Limassol at the median, compared with around 155 m² in Larnaca. Read more about these differences.

Secured Annual Income

Commonly stated thresholds are €50,000 per year for the main applicant, with additional amounts for a spouse and for each minor child included in the application.

For the residential property route, income is reported to be required from sources outside Cyprus, and income from local Cyprus employment generally does not count toward the threshold.

This is where applications most often run into difficulty, and it is worth understanding why. Secured annual income is not the same thing as a bank balance. Evidence is expected to show a recurring, documented source: salary, pension, dividends, rental income or business income, with the source and ownership of the funds clearly established. An applicant with substantial capital but no documented recurring income can find the property condition straightforward and the income condition not.

Clean Criminal Record

A criminal record certificate is required for the applicant and adult family members. For UK applicants, the certificate is reported to be required from the ACRO Criminal Records Office rather than a DBS check. 

Health Insurance and Documentation

Health insurance cover is required. The application is submitted with a documentation package including the application form, passports, marriage and birth certificates where relevant, and certified translations.
