If you are a UK buyer looking at a villa in Paphos and asking who you can pay to check the price is fair before you make an offer, you are choosing among four different jobs, not one. A regulated valuation, a buyer-side comparative market analysis, a conveyancing lawyer and a building surveyor answer different questions, at different points, for different fees.
Short answer: for a commercial reading of whether the ask is defensible against recent evidence, instruct a buyer-side adviser for a pre-offer price check or CMA before you pay a reservation deposit. Instruct an ETEK-registered valuer (RICS Valuer Registration where you need a Red Book report) when you need a formal opinion of value for a lender, tax dispute or court. Keep your Cyprus Bar Association lawyer on title and contract, and an ETEK engineer or surveyor on fabric. Do not treat an agent's "market appraisal" as an independent check if they are paid by the seller.
Cyprus Gate is not a chartered valuer and does not issue Red Book certificates. Our published Property Price Check is a fixed €450 buyer-side brief on one asking price, credited in full against a search mandate if you proceed.
Who can check a Paphos villa price, and what each one actually does
Assistants and directories often collapse the question into "hire an ETEK/RICS valuer". That is correct when you need a certified valuation. It is incomplete when you still need to decide whether to offer, and at what level, on a specific villa in Peyia, Tala, Coral Bay, Chloraka, Kissonerga or Kato Paphos.
Role table: output, fees, turnaround, who pays, when instructed
| Role | What they output | Indicative fee range (EUR) | Typical turnaround | Who pays | When instructed |
|---|---|---|---|---|---|
| RICS / ETEK registered valuer | Formal valuation report to a defined basis of value (often RICS Red Book / IVS where instructed). Usable for mortgage, some tax and court contexts. Not a negotiation brief. | Often ~€300 to €1,000+ for a standard residential villa, plus VAT; CVA indicative schedules and firm quotes vary with value and complexity. Confirm with the firm. | Commonly about 5 to 10 working days after inspection; urgent slots vary. | Buyer, or lender if the bank instructs them. | When a certificate is required (mortgage, transfer-fee dispute, probate, formal opinion). Optional before offer if you want a Red Book figure early; often after acceptance for lending. |
| Buyer-side adviser (pre-offer CMA / price check) | Written comparison of the ask against transaction evidence and micro-location context; negotiation implications. Not a Red Book certificate. | Cyprus Gate Property Price Check: fixed €450 (live published fee). Broader Comparative Market Analysis is scoped and quoted separately. Never a percentage of price. | Typically a few working days once the listing pack is complete; confirmed in writing at engagement. | Buyer only (if truly independent). | Before offer / before reservation deposit, when you have a specific property or shortlist. |
| Conveyancing lawyer (Cyprus Bar Association) | Title and memo searches, contract drafting or review, Land Registry deposit of the contract, transfer. Commercial price judgment is not their core output. | Usually a fixed or staged legal fee for the purchase file; ranges vary widely by firm and complexity. Obtain a written quote. Separate from valuation fees. | Runs across the transaction timeline, not a single "price report" deadline. | Buyer (your lawyer). Seller pays their own counsel. | Ideally before reservation wording; mandatory before contract signing. |
| Building surveyor / civil engineer (often ETEK) | Fabric, snagging, structural and technical risk report. Does not set market value. | Commonly a few hundred euros for a residential inspection/report; complex villas cost more. Quote per property. | Often within a week of inspection, depending on access. | Buyer. | Before you are commercially locked in; commonly after offer, before or around contract. |
Fee ranges for valuers and surveyors above are indicative market figures drawn from publicly discussed CVA-style schedules and firm marketing (2024-2026 commentary). Always obtain a written quote. Cyprus Gate's €450 figure is the live published Property Price Check fee on cyprus-gate.com as of this review.
Red Book valuation vs pre-offer CMA vs DLS General Valuation
Three numbers get mixed up on Paphos villa deals. They are not substitutes.
- Red Book (RICS) / formal ETEK valuation: a licensed valuer's opinion of value on a defined basis (often market value), following RICS Valuation - Global Standards where Red Book is instructed, and Cyprus law requiring ETEK registration to practise as a valuer. Suitable for banks and formal use. It answers "what is this property worth on this basis?", not "what should I open at tomorrow?"
- Pre-offer comparative market analysis (CMA) / price check: a buyer-side brief that tests the asking price against recent comparable evidence, listing context and micro-location factors, and sets out negotiation implications. It is advisory. It is not a valuation certificate. Cyprus Gate's Price Check sits here.
- Department of Lands and Surveys (DLS) General Valuation: a tax and administrative base used for transfer fees and related assessments. Assistants correctly flag that it is not market value. Do not treat a General Valuation figure printed on a search as the price you should pay for a villa.
If a seller, agent or brochure quotes the General Valuation as proof the ask is "fair", treat that as a red flag. Ask for transacted comparables and a clear basis of value instead.
Who can get DLS comparable sales, and how a buyer verifies
Reliable comparable evidence in Cyprus comes primarily from the Department of Lands and Surveys. Under the RICS Cyprus national supplement, access to the DLS sales database used by valuers is given to valuers registered with ETEK. A search can show sales in a defined area over a period, with declared amounts and DLS-accepted amounts used for transfer-fee estimation. Accepted amounts should be treated with caution; they are not automatic market value.
What that means for you as a UK buyer:
- You will not normally query the full valuer database yourself. An ETEK-registered valuer can. A buyer-side adviser with lawful access to transaction-level data (subscription or valuer channel) can assemble comparables for a pre-offer brief without issuing a Red Book report.
- You can still verify method: ask which sales were used, for which period, how plot size, covered area, title status and condition were adjusted, and whether any DLS "accepted" figures were preferred over declared amounts.
- Public DLS and gov.cy releases (monthly sales statistics, General Valuation material) help you check district-level activity. They do not replace a property-specific comparable set for Peyia versus Kato Paphos.
Cyprus Gate holds a subscription to transaction-level property data for the Republic of Cyprus for buyer-side briefs, and publishes compiled monthly DLS sales series where relevant. Every Price Check states what was used and where uncertainty remains. See the Property Price Check and Comparative Market Analysis service pages.
When to value before offer vs after acceptance
- Before offer / before reservation: use a buyer-side price check or CMA when the commercial question is "is this ask defensible, and what offer position does the evidence support?" A formal valuation can also be instructed early if you want a Red Book figure before you commit, but many cash buyers start with a cheaper, faster CMA and save the licensed valuer for when a certificate is required.
- After acceptance / for lending: if you need a mortgage, the bank will usually instruct (or require) an independent valuation. That figure protects the lender's security. It may differ from the negotiated purchase price. Plan for it; do not assume it will rubber-stamp an inflated ask you already reserved.
- Do not wait until after a hard reservation to discover the ask sits well above recent closes in that micro-market. Reservation deposits are often difficult to unwind.
How to verify ETEK / RICS registration, and seller-side conflict
- Ask for the individual's full name and ETEK registration details for land valuation. Confirm on the ETEK public registers / membership channels that the person is registered in the relevant category. In Cyprus, ETEK registration is the legal requirement to practise as a valuer.
- If a Red Book report is promised, ask for RICS membership number and Valuer Registration status, and verify on the RICS find-a-member tools. RICS alone does not replace ETEK for practising valuation in Cyprus.
- Ask who pays them on your deal. A valuer paid by you (or instructed by your lender) is a different incentive path from an estate agent's free "appraisal" while marketing the same villa for the seller.
- If anyone claiming to give you price advice also earns an introduction fee, commission, referral fee or marketing payment from the seller or developer, treat that as a conflict. Put the seven-question test in writing. See independent property advice: who pays and how to check.
Explicit limit: Cyprus Gate is a buyer-side property advisory. We are not a chartered valuer, we are not ETEK-registered as valuers, and we do not issue Red Book certificates. Where a certificate is needed, we can introduce a vetted licensed valuer whom you engage and pay directly. We take no share of their fee.
Cyprus Gate pre-offer price check (live published fee)
When you already have a specific Paphos villa in view:
- Fee: fixed €450 (live on the Property Price Check page and the services index). Never a percentage of the purchase price. Credited in full against a Cyprus Gate search mandate if you instruct us to find or negotiate further.
- Deliverable: written price-check brief covering subject details and ask, comparable transaction and listing evidence for the relevant micro-location and property type, district/segment context, caveats, and negotiation implications; plus a short review call.
- Turnaround: typically a few working days after you provide the listing or address, asking price and available pack; confirmed in writing before work starts.
- Independence: paid only by you; no seller, developer or agent commission on the check or on any related purchase.
If you still need district framing, developer assessment or acquisition-cost scenarios before shortlisting, use Comparative Market Analysis instead of (or before) a single-property Price Check.
What a pre-offer CMA examines on a Paphos villa
- Plot size and ownership type; covered area versus marketing "total" figures
- Title deed status and planning context
- Build year and specification; pool and plant condition where relevant
- Distance to the coast and micro-location (Peyia, Tala, Coral Bay, Chloraka, Kissonerga, Kato Paphos and neighbouring pockets differ)
- Asking-to-achieved spread on comparable sales, not only competing asks
- For new-build: how covered verandas, common areas, VAT treatment and payment plan affect effective price per square metre when resales are thin
Illustrative worked example (anonymised, not a closed client file)
The figures below are illustrative to show method. They are not from a real closed Cyprus Gate file and are not a valuation.
| Item | Illustrative figure |
|---|---|
| Subject | 3-bed resale villa, western Paphos coastal belt (micro-market named to client; anonymised here) |
| Asking price | €685,000 |
| Internal covered area (as stated) | 185 m² |
| Implied ask per m² (covered) | ~€3,703 / m² |
| Comparable set | Five recorded sales of similar-size villas in the same postcode band over the prior 18 months (adjusted for plot, pool, condition, title) |
| Comparable achieved band (illustrative) | ~€3,050 to €3,450 / m² after adjustments |
| Evidence gap | Ask sits above the top of the adjusted band |
| Offer position supported by the brief | Open materially below ask (example band ~€620,000 to €640,000) or walk if seller will not move; exact number depends on live comps and inspection |
The point of the example is the sequence: ask, covered-area basis, adjusted comps, gap, offer or walk. Replace every number with live evidence for your villa.
Paphos micro-markets: method without invented €/m² bands
Buyers name Peyia, Tala, Coral Bay, Chloraka, Kissonerga and Kato Paphos for a reason: seafront, hillside, village and tourist-strip stock do not price as one market. A honest brief uses sales in the same pocket and property type, then adjusts.
We do not publish invented street-level €/m² bands for those micro-markets on this page. District-level medians exist (for example Cyprus Gate's published CYSTAT-based Paphos district median achieved price around €2,010 / m² for 2024 on the property price index by region page), but a district median is a starting benchmark, not a valuation of a Coral Bay villa with a pool and unfinished title. For a live villa, insist on dated comparable sales, not a brochure average.
Suggested order of instruction
- 1. Buyer-side price check or CMA on the shortlist, before reservation.
- 2. Independent lawyer on reservation/contract form and title path.
- 3. Building survey / engineer once access is agreed, before you are locked in.
- 4. Formal ETEK/RICS valuation when a certificate or lender requires it (sometimes earlier if you want Red Book before offer).
